Why are your taxes going up?

Your annual tax bill is based on the value of your property. In Quebec, the municipality's assessor determines this value. The exercise is done every three years using different methods provided for by law.

You are informed in writing of the results of the evaluation in a document called an "evaluation notice". The notice must be sent to you at the beginning of the first of three years, usually by March 1.

You can request a review

You must complete a formal, mandatory form to request a review of the assessment.

The form is available from your municipality or on the Ministry of Municipal Affairs and Housing website.

You will need to explain why you believe a review is necessary. Submit your application and supporting documentation by May 1. The municipality may charge a fee for submitting your application.

The assessor will respond to your request in writing. The assessor may offer you an agreement to change the assessment or inform you why he or she is refusing to change the assessment.

Don't agree with the assessor's decision?

Then you have 60 days from the time the assessor's response is sent to you to apply to the Tribunal administratif du Québec. A form is available at the Tribunal to assist you in making your request.

Remember that real estate assessment is a complex and regulated field. You may need the assistance of a certified appraiser, at your expense. This can be an expensive process, especially if the decision is not in your favour.
